I've heard that you are allowed to take dogs on the beach in Winter- from what date is it allowed?

I havent hear this, where did you hear about it? I know some beaches do not allow dogs and other do, but as for all beaches all winter, I dont know.

I've always assumed that they just 'turn a blind eye' in winter. After all no one else uses the beach in winter.
